We can use Macro as a shortcut for writing frequently used statements, functions and scripts in PL/SQL Developer also.
Try the below Process.
1. Open PL/SQL Developer. Double Click on PL/SQL Developer Icon.

2. Go to File à New à SQL Window.

3. A new SQL Window opens up. Press F11. Notice that the Macro Record Button in the tool Bar gets pressed as shown below.
4. Type the frequently used long statements in the SQL Window as shown below.
5. Once you are done. Press F11 again to stop the Macro recording.
This time the Macro Library Button in tool Bar gets enabled.
6. Click on the Macro Library Button. Then follow the Steps shown below.

Once the above Process are done, Our Recorded Macro is ready to be Tested.
Go Back to the PL/SQL Window.
Click on Macro, and then Click on the newly recorded Macro translate_phrase_ShortCut.

This will automatically write the long statement on the SQL Window Screen.
Now when ever we need to type this long statement MANUALLY, just go to Macro and Click on the desired shortcut.

Once such a macro is defined using the steps you gave, it can be assigned to a keyboard shortcut. This can be set at Edit> PLSQL Beautifier Options > User Interface > Key Configuration > Tools/Macro/Playback.
One important thing to remember is when the options are over written select system default while over writing so that it will save other shortcuts such as copy paste etc.Once the changes are applied, it save to Default username
